Gromadan Community Guidelines
Gromadan is an online platform for communication, publishing content, local communities, dating, listings, and finding information.
These Community Guidelines set out the core requirements for user conduct and the materials posted on Gromadan.
By using Gromadan, the user agrees to comply with these Guidelines, the Terms of Use, the Privacy Policy, and other rules and restrictions in effect on the site.
1. Core principles
We expect users to behave normally and respectfully.
It is prohibited to use Gromadan for illegal activity, deception, threats, harassment of others, distribution of malicious software, infringement of others’ rights, or creating a threat to the safety of users or the site.
Freedom of communication does not exempt a user from responsibility for the materials they post and the actions they take.
2. Accuracy of information
Users should, where possible, provide accurate information about themselves, their services, goods, real estate, job vacancies, and other offers.
It is prohibited to:
- impersonate another person;
- use another person’s name, photo, or other identifying data for deceptive purposes;
- create accounts or posts for fraudulent purposes;
- deliberately post information known to be false where it could harm others;
- use another person’s account or data to access the site without permission.
Gromadan does not automatically verify the accuracy of information posted by users.
3. Respectful communication
The following are prohibited:
- threats of physical harm or violence;
- harassment, intrusive behavior, and systematic intimidation;
- insults directed at a specific person intended to humiliate or bully;
- blackmail and extortion;
- publishing another person’s private information to pressure, harass, or harm them;
- attempts to force another user to provide photos, money, documents, or other materials through threats or blackmail.
Ordinary criticism, disagreement, debate, or a negative opinion is not, on its own, a violation, provided it is not accompanied by threats, bullying, fraud, or other prohibited conduct.
4. Personal data and privacy
Do not post other people’s personal data without a lawful basis and the necessary permission.
Such data may include, among other things, a phone number, home address, documents, bank card details, passwords, access codes, private correspondence, and other information that could identify or endanger a person.
It is prohibited to post or distribute such information for the purpose of harassment, intimidation, blackmail, fraud, or other harm.
Users are also advised not to post their own documents, banking details, passwords, verification codes, and other confidential information.
Personal data is processed on Gromadan in accordance with the Privacy Policy. The Law of Ukraine "On Personal Data Protection" governs relations related to the processing and protection of personal data.
5. Photos, videos, and images
When posting a photo, video, or other image, a user must have the necessary rights or permission to use it.
It is prohibited to:
- post other people’s photos as your own in order to impersonate them;
- post photos or videos that infringe the rights of other people;
- distribute intimate photos or videos of another person without their consent;
- post images of documents, bank cards, and other confidential information;
- use images solely for fraud, deception, or harassment.
Copyright and other intellectual property rights must be respected when publishing any content. The Law of Ukraine "On Copyright and Related Rights" governs, among other things, the use of copyrighted works online.
6. Sexual and intimate content
Gromadan is intended for users aged 18 and older.
The following are prohibited:
- pornographic materials;
- explicit sexual images and videos;
- publishing intimate materials of another person without their consent;
- sexual exploitation;
- offers of sexual services, where posting them would violate the law or the site’s rules;
- any sexualized content involving minors;
- attempts to entice minors into sexual communication or to obtain intimate materials.
Even if an image or message was initially obtained from another person voluntarily, this does not automatically permit its further distribution.
7. Dating and personal communication
Dating and communication features must be used for their intended purpose.
The following are prohibited:
- impersonating another person;
- creating fake profiles for fraudulent purposes;
- extracting money under the guise of a romantic or personal relationship;
- blackmail using intimate photos or messages;
- persistently continuing to contact someone after a clear refusal;
- threats and pressure;
- mass distribution of identical messages for advertising, spam, or fraud.
Users should independently assess the accuracy of information provided by others and exercise caution when meeting in person or transferring money.
8. Anonymous and incognito features
Anonymous and incognito features are intended for communication without necessarily revealing one’s identity to other users.
Anonymity must not be used for:
- threats;
- bullying;
- fraud;
- distribution of illegal content;
- violation of another person’s privacy;
- circumventing restrictions or blocks.
Incognito or anonymous mode does not mean absolute technical anonymity. In certain cases, technical information may be processed for security purposes, to prevent abuse, to operate the service, or to comply with legal requirements.
9. Posts, comments, and local communities
Posts and comments must be relevant to the topic of the relevant section or community.
The following are prohibited:
- meaningless mass spam;
- reposting the same material in a large number of places;
- fraudulent schemes;
- phishing links;
- malicious files and links;
- posts created solely to artificially inflate views, ratings, or other metrics;
- automated generation of a large number of posts or actions that creates an excessive load on the site;
- deliberately disrupting the work of other users or Gromadan features.
Links to external sites may be restricted if they are used for fraud, the distribution of malicious software, spam, or other prohibited conduct.
10. Listings and offers
A user who posts a listing is responsible for its content and the legality of the offer.
The following are prohibited:
- fraudulent listings;
- nonexistent goods, services, properties, or vacancies;
- deliberately concealing material information to mislead users;
- false prices or terms;
- listings created solely to obtain other people’s money or personal data through deception;
- posting someone else’s property or offer without the necessary rights or authority.
Commercial offers and advertising must be posted in accordance with applicable legal requirements. Inaccurate or misleading advertising is prohibited under Ukrainian law, as are certain forms of covert advertising.
11. Real estate
When posting a listing to sell or rent real estate, the user is solely responsible for the accuracy of the information provided.
Gromadan does not automatically verify:
- ownership of the property;
- the existence of permits;
- the absence of liens, seizures, or other encumbrances;
- whether the property matches the stated description;
- the legality of any redevelopment;
- the authority of the seller, landlord, or intermediary;
- the accuracy of the documents referenced.
Users are advised to independently verify documents, ownership, transaction terms, and other material information before transferring money or signing documents.
12. Jobs and vacancies
When posting a job vacancy or offer, the user must provide accurate information about the terms of the offer.
Listings created for the following purposes are prohibited:
- fraud;
- the unlawful acquisition of money or documents;
- the unlawful collection of personal data;
- disguising one service or scheme as another;
- distributing malicious links or programs.
Gromadan is not automatically an employer, an employer’s representative, or a party to any employment relationship between users.
13. Prohibited content
It is prohibited to post material on Gromadan that:
- contains instructions or offers relating to unlawful acts;
- is used for fraud or extortion;
- contains malicious code;
- infringes copyright or other intellectual property rights;
- unlawfully discloses personal data;
- contains threats of violence;
- is intended to exploit people;
- relates to sexual abuse or the sexual exploitation of minors;
- violates other requirements of the law or these Guidelines.
14. Spam and service abuse
It is prohibited to use Gromadan for the mass automated sending of messages, posts, requests, or other actions without the site’s permission.
This includes a prohibition on:
- automated account creation;
- mass data collection from the site;
- circumventing technical restrictions;
- attempts to bypass blocks;
- password or code guessing;
- exploiting vulnerabilities;
- interfering with the operation of the site;
- actions that create an excessive load on servers or infrastructure.
15. Content reports
A user can report a violation via the Report page or through Gromadan’s contact address.
Where possible, please provide:
- a link to the page or material;
- the username or another identifier;
- a description of the violation;
- the reason for the report;
- any additional information that will help verify the situation.
For copyright reports, it is also advisable to include information confirming your rights to the work and the specific material that allegedly infringes those rights.
A report does not, on its own, result in the automatic removal of material. Gromadan reviews reports and makes a decision based on their content, the circumstances, and applicable rules.
16. Moderation
To ensure the site’s safety and normal operation, Gromadan may use automated and manual moderation methods.
The following may be taken into account, among other things:
- the content of the post;
- images and other materials;
- user reports;
- the recurrence of violations;
- reports received;
- indicators of spam or fraud;
- technical security signals;
- the account’s history of violations.
Depending on the situation, Gromadan may:
- remove a specific piece of material;
- restrict its visibility;
- temporarily restrict a specific feature;
- request additional information;
- temporarily restrict an account;
- block an account;
- leave material unchanged if the violation is not confirmed.
The measure taken depends on the nature of the violation, its consequences, recurrence, and other circumstances.
17. Repeated and serious violations
Repeated violations may lead to longer or permanent account restrictions.
Serious violations that create a threat to people’s safety, a significant risk of fraud, the distribution of malicious software, the unlawful distribution of intimate materials, or other material risks may be grounds for immediately restricting access to the relevant material or account.
In cases provided for by law, information may be retained or transferred to competent authorities.
18. Appealing moderation decisions
A user can contact Gromadan regarding the removal of material, the restriction of a feature, or an account block.
In the appeal, it is advisable to include:
- the account address or identifier;
- a link to the material, if available;
- a description of the situation;
- the reason the user believes the decision was incorrect.
Gromadan may reconsider a decision if additional information or grounds for a further review emerge.
19. User safety
If a user encounters threats, blackmail, fraud, the non-consensual distribution of intimate materials, or another dangerous situation, it is recommended that they preserve evidence and, if necessary, contact the appropriate authorities.
Gromadan may assist in processing reports within its technical capabilities and legal requirements; however, it does not replace law enforcement, courts, lawyers, or other competent institutions.
20. What to do if you are unsure
Before posting material, ask yourself:
Do I have the right to post this?
Does it violate someone else’s privacy?
Could this material mislead people?
Could it cause someone unjustified harm?
Does it comply with the law and these Guidelines?
If the answer is unclear, it is better not to post the material or to contact Gromadan first.

22. Changes to these Guidelines
Gromadan may amend these Guidelines if the site’s functionality, applicable law, moderation methods, or security requirements change.
